제 2차 외교학과 대학원 특별 세미나는 산업대의 민병원 교수님을 초빙하여 “복잡계 이론(Complexity Theory)과 국제정치학”이라는 주제로 8주간 진행되었다. 단위 차원에서의 미시적 동기에 따른 단순한 상호작용 패턴이, 자기 조직화 과정(self-organizing process)을 거쳐 집단 차원에서의 예측 불가능한 질서를 창조한다는 복잡계 이론은 단순히 새로운 이론의 출현이 아닌, 세계관의 근본적 변화를 요구하고 있다. 사회과학의 발전의 역사는 그것이 자연과학의 발전에 따른 세계관과 인식틀과의 일정한 연관성 하에서 형성되어 왔음을 보여주고 있다. 그렇다면, 복잡계 이론이 제시하는 새로운 세계관과 관점은 주로 합리적 행위 모델이나 통계학적 방법론에 근거한 기존의 국제정치학에 어떠한 함의를 줄 것인가? 이러한 문제의식을 바탕으로, 금번 세미나에서는 복잡계 이론에 대한 기초적인 이해로부터 시작하여 사회과학 분야에서의 응용 가능성에 대하여 모색하였다.
